Job Description
Basic Function:
 
Leads the Storage & Loading team for "safe control and continuous operation" of storage & loading facilities. Also supervises crude oil export terminal berths in order to effectively achieve the desired oil production and export targets.
 
Work Performed:
 
Supervises safely with no impact to the environment the whole crude oil storage and loading facility from tank filling lines up to tankers inclusive of tanks, loading pumps, meter skids, SPM's (Single Point Mooring), filling suction and loading line etc. Operates the defined area (from storage tanks to tanker base/ship) of ownership efficiently to ensure maximum reliability without upsets.
Supervises and monitors both SPM loading hoses, according to the validity of different sections of hoses on both primary and secondary lines, a 5 year plan for the procurement of hoses are made in coordination with Das Marine and Das Facility Integrity.
Leads and controls shift operations of storage & Loading plants, for crude oil and condensate. Ensures that the crude in the tanks are on spec, before loading. Ensures fiscal crude oil metering systems of Companies crude and Condensate export in order to generate accurate figures as per the metering quality standards.
Ensures integrity and certification of all plant, equipment, systems, pipelines and manages the safe and reliable operation of the crude oil loading terminals (TB#3 and TB#6).
Supervises, coordinates and controls the efficient operation of storage and loading section ensuring that the measurement, quantity and quality of export crude meets company objectives. Releases Tanks and pumps for major overhaul and maintenance using OPERGUID Procedures and also ensures that the plant is re-commissioned according to the OPERGUID procedures
Liaises with OGCD to prepare efficient crude and condensate lifting program and also to maintain safe available usage to avoid any production interruption. Liaises with Commercial Division for the procurement of the hoses and when new hoses are received on site ensure that the hoses are leak tested prior installing with the main line. Liaises with 3rd Party for the preparation of Pump Back operation and line clearance.
Follows up and ensures with Das Maintenance, Das Marine, Das Integrity and Subsea Integrity that all routine jobs are done timely as per the manufacturer check list, as well as Maximo system. Arranges for "storage tank" trip investigation to ensure maximum reliability and availability and also carries out Risk Assessment for all non-routine works.
Ensures ESD (Emergency Shutdown) system, for storage tanks, is tested according to the schedule date and is functioning adequately. Ensures that Tanker Berths are having valid 3rd Party classification and maintain it through annual inspection.
Coordinates and maintains updated Das Asset Risk Register (DARR) and follow-ups execution of Risk Management Plans.
Plans in coordination with Company Divisions (Das, Umm Shaif, and Zakum) adjustment of daily, weekly, monthly and annual production and export targets; ensures that production targets are met with minimum HSE impact.
Participates in the integrated shutdown plans for all facilities major overhauls/maintenance and commissioning activities of new projects in coordination with process, maintenance, projects & OGCD.
Develops and maintains standard procedures for interfaces with Das Process and other sections to ensure smooth tank farm and loading facilities operation. Ascertains that Das Storage & Loading Team KPI and Objectives are monitored, implemented according to the plan to achieve set targets.
Arranges for plant trip investigation to ensure maximum reliability and availability and also carries out Risk assessment for all non-routine works. Co-ordinates planned regular meetings involving major works, HSE, Integrity and update of follow-up action with respective Teams.
Provides support for the Maintenance Team in preparing and issuing the two years and Five years plans. Arranges, through Facilities Integrity, routine inspection of loading hoses and issue of certificate/endorsement. Coordinates with Das Marine (Subsea Integrity Teams for subsea and floating hose replacement as per planned program.
Supervises, coordinates and controls the efficient operation of storage and Loading section ensuring that the measurement, quantity and quality of export crude meets company objectives. Participates with Engineering Divisions related to additional crude oil, Condensate storage Tanks and loading facilities.
Ensures that the calculations of Oil Accounting & Shipping Section for export of crude oil are appropriate and according to the Company's policy and also ensures timely submission of shipping documents to shareholders.
Shares the tanker movements and lifting programmes in coordination with the OGCD to ensure that the shareholders and third party requirements are met, without any demurrage.
Manages and controls accuracy of the production and export data reports. Controls all the activities of the assigned personnel in oil Accounting and Shipping Section, "2" Nos. Oil account and shipping controllers, as well as, "5" Nos. Oil Accounts & Shipping Coordinators etc. involved in oil lifting, agency work for commercial shipping, accurate oil measurement and preparation of routine reports.
Checks & signs Das production & export report which consists of opening & closing stocks, crude oil & condensate production, crude oil export quantity & quality, tanker export status, crude oil analysis, the amount of crude oil released / received from I into storage tanks to fill / empty new sections of pipelines, crude stock / deliveries, quantity of crude oil to be pumped back to COS tanks for maintenance purposes, etc.
Supervises maintenance of pumps & fittings of storage tanks. Investigates customers' complaints over crude oil quality (e.g. problem of water draining in cargo) and quantity discrepancy; and resolves as appropriate. Coordinates with Supreme Petroleum Council (SPC), Oil Movement Team (OMT), Das Process Operations Team, Marine Team and Third Party Contractor, for Maintenance and calibrations for "storage and loading" facilities.
Participates in the budget planning process; prepares the budget of Storage and Loading team and also controls the costs within approved budget.
Develops UAE Nationals to professionally handle the Storage & Loading activities.
Works in line with Company's HSE policy, procedures, regulations and objectives in the related areas of responsibility.
Desired Candidate Profile
Minimum Requirements:
 
Bachelor Degree in Engineering (preferably Petroleum/Mechanical/Chemical) or equivalent.
10 - 12 years of experience in the operations areas relevant to the oil and gas industry, including 3-4 years in a supervisory capacity. Knowledge of various aspects of operations and in particular, of storage & Loading facility and crude oil export terminal berths. People management skills, planning and organizing skills and emergency response management.
Proficient in English.
