Job Description
Purpose and Scope:
 
Leads, directs and manages the Learning and Development function in Company to ensure effective manpower development to meet the Company’s Business Plans and long term capability targets including Emiratization targets.
 
Provides overall strategic direction and leadership
 
 
Main Accountabilities and responsibilities:
 
Design, develop and effectively implement the Learning and Development strategy for manpower development consistent with the Company’s objectives, goals and Business plan and organizational requirements.
Lead, direct and manage the Learning and Development function in Company comprising of Learning Resources, Career Development, Management Development, Knowledge Management, Quality Assurance, Technical Training, Competency Assurance, Succession Planning, Talent Management and HSE Training.
Develops the strategy and direction for leadership and talent development in Company to support business continuity and strengthen Talent retention through Succession Planning, Career Development, Professional certification, Supervisory development, Leadership Development and Knowledge management /Subject matter experts in core disciplines.
Develops and prepares the Learning and Development 5 year Business Plan, Yearly operating plan and Budget requirements and periodically monitors the progress.
Leads the development of CAMS Vision, Strategies, Plans and Policies for the effective implementation of Competence Assurance Management System in Company and the establishment of a continuous learning organisation for enhanced performance.
Ensures that all newly recruited UAE Nationals as well as operational employees are provided with the required support and training to develop into a highly competent and competitive workforce. This includes quality assurance assessments, robust verification process for timely and effective integration of UAE Nationals.
Develops and facilitates the integration of Competence Assurance activities with people processes in the organisation such as Personal Development Plan, Performance and Career Review, Succession planning, e-learning and knowledge management through direct liaison with specialists in these areas. Facilitates required interfaces between those specialists and other organisations through liaison and interaction on inter-OPCO forums
Provides strategic direction and operational leadership to the CAMS Team and the support personnel from Line functions who are involved in CAMS implementation.
Directs the effective utilisation of knowledge management system, competence management system, and learning management system within Company.
Provides professional advice and guidance to Business Unit/Divisional Management Teams on the development and implementation of Learning & Development strategies, plans, KPIs, budgets to meet their short and long term objectives and targets.
Designs, develops and implements Management Development programs to ensure talent development and build critical competencies in their present and future roles.
Designs, reviews and updates the business processes related to manpower development and develops systems for monitoring the effectiveness of manpower development initiatives
Manages, reviews and maintains Company standards of Competence, Learning, Assessment and Verification. Seek external accreditation for the Training and Assessment/Verification process as required with professionally recognized International organizations.
Directs and coordinates with Line Managers (with emphasis on UAE nationals) the preparation of (i) Training needs analysis, (ii) Annual training plan, (iii) Design and development of internal courses, (iv) Selection of appropriate external courses that is based on job requirements, performance reviews and development plans, and in adherence to Company overall policies and objectives.
Identifies trains and develops Mentors and Coaches to support the training and development programmes and to achieve Emiratisation targets.
Reviews and monitors progression of UAE national developees to ensure adherence to agreed Targeted Jobs and Placement Plans as per the Company’s succession plans and Emiratisation programme. 
Controls, Supervises the preparation and implementation of the Department’s annual budget and ensure the variances between approved budget and actual expenditures are properly justified.
Participates in Competence Assurance meetings and forums as a mechanism to determine best practices and to ensure implementation on own organisation through liaison with Skill Pool Advisors and Skill Pool Experts at Company or as required.
Designs, develops and implements systems for internal auditing, quality assurance and external benchmarking of manpower development programs and outcomes.
Provides support to Line Management to effectively implement and embed CAMS with the company.
Liaises with other Divisions and units in the organisation to ensure alignment between the Competence Assurance initiative and other established processes (such a Career Ladder, Supervisory Management development programmes, and Professional Competency Development Programmes).
Keep abreast of the changes happening in the training and development methodology, benchmarking company activities against best practices and provides management with guidelines for continuous improvement in these fields.
Coordinates and participates in carrying out training and development surveys/studies to identify the Company’s needs to enhance training and development function.
Provides opportunities for training and development of employees in the Department (with emphasis on UAE Nationals) assess their progress which includes on-the-job training.
Works in accordance with the HSE policy and guidelines, and ensures compliance of HSE rules and procedures are effectively implemented by the Office services team members.
The position is responsible from the design, technical and operational aspects of AIRMS an adequate level of knowledge is expected from the incumbent.
 
Physical Effort:
 
Weekly visits to Das Island .Work schedule 3 days in Abu Dhabi and 2 days on Das. Physical effort required during visit to Training Workshop & LNG Plant. 
 
Desired Candidate Profile
Minimum Requirements:
 
Bachelors degree in Engineering with certification in Human Resource Management preferably Masters Degree in Business Administration with specialization in HRM.
15 years experience in Oil/Gas Industry out of with 8 years should be in a managerial/leadership position in Human Resource Development function or Organization Development role with exposure to strategy development.
Demonstrable in-depth experience in People development, understanding people issues, Talent development and Management. 
Must have a thorough understanding of effective Learning management systems and an ability to conduct training in a multicultural environment.
Experience in strategic planning and implementation, quality management, Balance Score Card development.
Effective leadership and team management skills with good influencing ability. 
Professional capability to effectively manage projects from inception to completion. 
Demonstrable experience of managing peoples issues effectively together with a high level of emotional intelligence and strong inter-personal and communication skills.
Effective problem solver with organizational skills, proactive with a resilient approach.
