Job Description
JOB PURPOSE
 
Providing contractual, commercial and procurement support to  “Ports Unit” Project Managers.
 
Key Responsibilities:
 
Core Responsibilities:
a) Pre-award Contract Administration:
Assist End User in the developing of Scope of Work document
Assist End User in reviewing & preparing complete tender documents & advising any contractual/commercial changes.
Raise Contract Requisition (CR), Purchase Request (PR) and Task Order (TO) on behalf of the End User to initiate the Contracts and further procurement process.
Act as coordinator between End User and Corporate Procurement Division for formulation of Contract and any other Contractual support.
Assist in contract analysis and award
Assist in Budget Allocation
Advise about any conflict with Contractor
 
b) Post-award Contract Administration:
Provide basic Contract administration services to End User in association with Procurement Division, such as assisting End User in:
Review certification of invoices and creation of Work Confirmation
Drafting communications to Contractors on contractual matters
Review and evaluation of changes/claims
Assisting other Port User on Contractual & Commercial matters.
Close out of contracts
Maintenance of log of Task Orders issued to Contractors for different divisions.
Any other task assigned by the PM
 
People Management Responsibilities:
Assist divisions of Port on various contentious issues related to Contract.
Liaising with Contractors to ensure continuity of operations at Port.
Assisting Corporate Finance with processing of invoices.
Resolution of commercial issues pertaining to invoices.
Advising Project Manager on various issues pertaining to Contract.
 
Strategic  Responsibilities:
Ensure that HSE Regulations & Compliance roles are adhered to.
Ensuring all Contractors adhere to safe HSE practices as defined by Port.
 
Desired Candidate Profile
Educational and Technical Qualifications:
Bachelor’s degree in Engineering or equivalent & Certified International Commercial Contracts Manager (CICCM), Certified Procurement Professional (CCP), Certified Purchase Professional Manager (CPPM)
 
Language Skills:
English and Arabic as optional
 
Years of Experience:
8+ years
 
Nature of Experience:
Extensive hands on experience in Contracts Administration & Procurement handling
