Job Description

JOB PURPOSE:

 

Supervise, monitor, control and certify the activity / performance of Construction / maintenance works carried out at offshore facilities and structures.  Ensures the work is safely carried out as per the schedule meeting standards/specifications and quality.

 

KEY ACCOUNTABILITIES:

 

  • Contributes to the development and definition of project parameters (such as defining scope of work, schedule and completion and budgetary cost estimates) to ensures that projects are properly planned and meet user requirements.
  • Prepares construction execution strategy, method studies, cost evaluation and pre-construction planning. Assist in the review and implementation of all Contractors' safety plans and ensure HSE compliance.
  • Handle procurement of free issue materials to Contractor including VAP creation.
  • As job officer coordinate / handle all construction contracts tender process including preparation of CR’s, EOI, Prequalification, Bidders List, Selection of the Contractors and the subsequent ITT process and award.
  • Follows-up and coordinates the various contracts of the job to ensure interfaces are properly monitored to avoid delays to the project.  Proposes and implement remedial actions as necessary.
  • Reviews and advises acceptability and effectiveness of contractor’s equipment and personnel to meet contract requirements. Supervises the performance of Contractors during execution.
  • Support the Site Representatives in construction supervision. Liaises with relevant Departments and Company Site Management to ensure proper coordination of contractor site activities related to shutdown requirement / arrangement.  Advises and/or instructs contractor on the required safety precautions/measures applicable to work site.
  • Prepares and/or endorses daily progress reports and time sheets, detailing the work progress, number of contractor personnel and equipment available on site, consumables and other related items / matters as defined in the scope of work.
  • Review/certify contractors invoices and monitors contracts cost in liaison with Planning and Cost Service.  Evaluates cost trend and advises the Team Leader as necessary.
  • Ensure compliance to all Technical & HSE requirements during execution including conducting audits during the work execution and issue compliance report.
  • Coordinates movement of the contractor team from one work site to another within the confines of the field, or outside filed limits while mobilizing / demobilizing or field exiting for port calls due to adverse weather conditions or equipment breakdown.
  • Identifies and reports equipment breakdown and arrange for urgent replacement or work stoppage in accordance with the necessities at hand.
  • Act as Company representative on all site construction works. Approve construction works deviations as Company representative. Report all construction activities and forecast the completion. Approve contractor’s construction work methodology, sequence and plans.
  • Conduct inspection of all project related equipment & major packages at site before installation. Witness hydro testing of piping system. Monitor / review procedures and qualification test for all welders and welding works by reviewing the x-rays.
  • Monitor the pre-commissioning, commissioning works and provide assistant during plant start-up works.
  • Review and approve all construction drawings and “as-built” drawings. Ensures that close-out procedures for all contracts are being complied with including control of project as-built documentation, material reconciliation and close-out reports.

Minimum Qualification

 

  • Bachelor in Relevant Engineering Discipline from a recognized institution with 15 years of experience in Oil & Gas industry as Construction Engineer .or.
  • Diploma in Relevant Engineering Discipline from a recognized institution with 20 years of experience Oil & Gas industry as Construction Engineer.
  • Good knowledge of International Codes & Standards related to Oil and Gas industry.
  • Fluency in English & Computer literate.
