Job Description
Job Duties but not limited to
Oversee all aspects of  HSE contractor management program efficiency calling upon shareholder expertise and corporate HSE staff resources to support management in attaining HSE objectives
Drive HSE contractor management excellence through line management visibility and involvement
Establish working relationships and maintain regular communication with counterparts in shareholder companies and major contract companies
Provides oversight to the contractor’s HSE processes and ensures these processes are being implemented per the approved HSE plans and procedures
Identify HSE related issues that may affect HSE performance and works with project teams, corporate HSE, site personnel, IPMT members and contractors to help resolve HSE issues during all phases of project or execution
Assists the EPC contractor management with formulating plans to rectify site HSE issues and gaps and to resolve HSE issues through all phases of the project or contract execution
Recommends and stewards continuous improvement suggestions and initiatives to the EPC contractor site HSE processes and procedures
Establish system and schedule for conduct of regular safety leadership meetings with participation from line management and management representatives from major contracting companies where applicable
Assists with the development of the EPC contractors site specific and overall project HSE plans and procedures and assists with the endorsement of same by line and HSE management
Promote, support and participate in the EPC contractor and the company sponsored HSE initiatives and reward and recognition programs
Analyses leading and lagging indicators on the contractor’s HSE safety performance; identifies gaps and suggests improvements and solutions to the gaps
Meets with the EPC contractor site management to communicate and reinforce HSE related expectations
Provides information regarding contractor HSE performance and initiatives to for utilization / discussion HSE meetings
Ensure project HSE requirements are included in invitation to tender (ITT) packages, participate in tender evaluations
Establish contractor HSE key performance indicators (KPI) and renew annually with management endorsement
Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.
Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives.
Provide input for preparation of the functional budgets and assist in the implementation of the approved Budget and work plans to deliver objectives. 
Investigate and highlight any significant variances to support effective performance and cost control.
Implement approved Unit / Divisional policies, processes, systems, standards and procedures in order to support execution of the work programs in line with Company and International standards.
Contribute to the achievement of the approved Performance Objectives for the function in line with the Company Performance framework.
Design and implement new tools and techniques to improve the quality and efficiency of operational processes.
Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with best Industry standards in order to define intelligent solutions for issues confronting the function.
Provide inputs to prepare Section MIS and progress reports for Company Management.
Desired Candidate Profile
Minimum requirements
Bachelor Degree in Mechanical/Chemical/Safety engineering or equivalent accreditation in the field of Safety & Risk
10 years’ HSE experience in the Oil & Gas Industry, of which 5 years in offshore.
Excellent interpersonal and presentational skills
Professional in English Language (reading, writing and speaking)
Mandatory Certificate NEBOSH and IOSH
