Job Description

Key Job Accountabilities:

Job Specific Accountabilities:

Strategic Contribution:

Supports to Implement Company HSEMS and other HSE standards relevant to site activities and assists in the formulation and development of unit's safety programs.

Supports and provides technical input and professional judgment on all critical activities related to environment  and occupational health.

Planning of Activities

Support to Develop and conducts safety training programs in accident prevention which includes supervising practical exercises.

Support to Develop and coordinates orientation programs aimed at promoting accident prevention among personnel.

Prepares monthly HSE reports. Identifies potential hazards, recommends solutions, and assists to prepare action plans and follows-up on implementation.

Conducts when necessary environmental testing and measurements to determine major sources of airborne contaminants and other substances hazardous to health and environment. Advises proper remedial actions to be implemented.

HSE Performance Control:

Monitors and supports, through spot and planned audits, inspections and verification exercises, the actual safety & fire performance as well as Management of Risks.

Ensures that Accidents / Incidents are investigated to provide recommendations & advice for corrective action within the targeted period.

Ensures that all safety equipment are kept in best working condition by preparing preventive maintenance programs, maintaining efficient record keeping systems for all equipment under his responsibility and recommends the replacement of faulty equipment .

Supports the implementation other "Work Management System". Includes reviewing permits issued, and ensuring that proper measures are taken prior to commencement of work. Ensures all work areas are safe for required work through visits to work sites during work.

Supports to perform scenario based risk assessments for Downgraded Situations.

Makes sure that adequate programs are effectively implemented to bring under control all environmental factors that are known to be or suspected of being hazardous to health and environment.

Ensures role related training are completed as per the plan of HSE & AIPS training matrices.

Engineering Control / Audits:

Participates in periodic technical HSE audits through internal I external resources to assess Plants HSE performance in compliance with Internal and International standards.

Reviews the existing Occupational health inspection equipment and advises up-grades as required. Provides guidance in conducting occupational health specific inspection and assists in conducting necessary occupational health inspection surveys.

Assists to review designs of new plant units and any modifications to ensure that all safety requirements are included, and provides recommendations accordingly . Participates in HAZOP study for existing/New Plant Modifications. Participates and advises in environmental impact assessment studies related to existing/new major equipment.

Participates in incident investigations after major incidents I accidents when required and submits recommendations to implement preventive measures to avoid recurrence .

Crisis Management & Facility Response Plan:

Participates in the development and maintenance of Facility Response Plan to ensure that during a crisis, communication with all concerned  are dealt with efficiently while providing support to emergency management.

Participates in the drills as site safety officer when required.

Participate in development of Major accident hazards and pre-incident plans.

HSE Studies:

Participates in the HSE studies (HSEIA, Revalidation of HAZOP Studies, Review and update of HSEMS, etc.) necessary to implement Fertil requirements and introduces Best Industry practices.

Generic Accountabilities Supervision:

Plans, supervises and coordinates all activities in the assigned area to meet functional objectives.

Trains and develops the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives.

Budgets:

Provides input for preparation of the Department budgets and assist in the implementation of the approved Budget and work plans to deliver Section objectives

Investigate and highlight any significant variances to support effective performance and cost control

Policies, Systems, Processes & Procedures:

Implements as part of team approved Section I Department policies, processes, systems, standards and procedures in order to support execution of the Section's / Department work programs in line with Company and International standards.

Performance Management:

Contributes to the achievement of the approved Performance Objectives for the Section I Department in line with the Company Performance framework.

Innovation and Continuous Improvement:

Offers suggestions to design and implement new tools and techniques to improve the quality and efficiency of operational processes.

Identifies improvements in internal processes against best practices in pursuit of greater efficiency in order to define intelligent solutions for issues confronting the function

Health, Safety, Environment (HSE) and Sustainability

Complies with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and Company standards.

Reports:

Provides inputs to prepare Section MIS and progress reports for Company Management

Desired Candidate Profile

Education

Bachelor degree in Chemical, Engineering, or Equivalent Disciplines

Bachelor degree in an Engineering, Technical discipline or equivalent discipline.

NEBOSH Diploma, or Transitional/Graduate Safety professional (BCSP) or Associate/Technical member of IOSH - Tech IOSH (IOSH) will be an added advantage.

Experience

8 years of experience, including at minimum of 5 years HSE related experience in site construction, fabrication, installation and/or commissioning.

Skills

Demonstrated expertise with Microsoft Excel, Word and PowerPoint or equivalent software.

Excellent organizational, presentational and training skills.

Excellent English language proficiency, both written and spoken.

Multi-lingual ability desired, but not required.
