Basic Function:

 

• Assist in implementation of Company HSE Policy/Standards and Guidelines

• Introduce and ensure implementation of safe working practices procedures

• Introduce HSE Improvement plans within context of department objectives

• Provide interim function for HSE superintendents as per requirement

• Provide active support to DOTL/HSE on all Operational HSE and Safety Engineering matters

• Assist Operational disciplines in meeting their HSE KPI objectives as per HSE management criteria

 

Key Result Areas:

 

• Development of proactive safety culture in Company through frequent talks, presentations promotion of HSE awareness campaigns, etc…

• Implementation of Company HSE incentive and award policy guidelines

• Develop Company HSE Audit standard(external/internal)

• Develop Company HSE Training standard in keeping with industry Dragon’s established Practices

• Develop operational safety procedures, standing instructions and guidelines

• Ensure full compliance of all personnel with Company Security Policy and standards

• Ensure full compliance with Company and Country environmental policy, laws and regulations throughout operations

• Participation in management review of HSE performance criteria

• Act as custodian of Company HSE training plan; develop , implement and review of Company HSE training matrix plans in liaison with DOTL/HSE   team  

• Provision of In-house training on a variety of HSE topics in accordance with HSE management objectives

• Act as facilitator for the implementation of Company HSEMS    

• Accident and Incident Investigation and Analysis as per HSE management directives and operational requirements

• Participate in department budget preparation, cost control and monitoring

• Facilitate SIMOPS procedures for new installations in collaboration with operations disciplines(Production/Drilling/Construction/ & Logistics);

• Contractor HSE performance monitor and reporting

• Take active and leadership role upon conducting HSE internal audits; act as primary

• facilitator upon conducting external HSE audits

• Development and implementation of Company HSE Audit Plans

• Leadership role upon conducting Corporate Emergency Response exercises(management, Coordination)

• Definition of HSE guidelines and procedures in line with HSE Management objectives

• Regular update of specific HSE documentation of relevance

• Conduct qualitative operational risk assessments pertaining to various operations as per requirement

• Monitor HSE performance and ensure that corporate HSE KPI objectives are met in accordance with department goals and objective target definitions

• Monitor Contractor HSE performance and report to HSE management on regular basis

 

Problem Solving / Complexity:

 

• Awareness & implementation of HSE Laws and Regulations applicable to country & the industry

• Culture  of the land and human behaviour aspect

• Accomplish awareness objectives within available resources of the company

• Review and understanding of the Environmental Impact Assessment Criteria and their implications

• Contractor performance monitor and interface with contractors on HSE Performance results

• Understanding of risks associated with drilling/other simultaneous operations

• Act as HSE representative for all HSE audits in the field both internal & external

• Act as facilitator during Simultaneous Operations workshops

 

Decision Making Authority and Responsibility:

 

• Supervision and leadership during interim cover periods for HSE Superintendent  

• Leadership HSE Guidance to all operational disciplines on HSE matters of relevance

• Initiative taking on suspension of any operation or project in case of non-compliance of personnel, Company or Contractor, with Company HSE policies or procedures

• Take leading role in determining the requirement for conducting risk assessment workshops and the determination of acceptability criteria for the various operations
