Job Description
Basic Function:
 
Manage offshore marine safety coverage at Zakum Field and assist to enforce the established OPCO Marine Standards and Company HSE procedures and contingency plan. Lead marine offshore response to Search and rescue (SSRVs) and during emergencies, to meet both Company & Company Requirements. 
Control and coordinate marine movements on 24-hour basis and communicate weather forecast and navigation hazards warnings.
 
Work Performed:
 
Overall responsibility of the MC Control Center on board UZ-SRVs.
Supervise and coordinate offshore marine supervisor on board SRVs.
In charge of Company Marine Coordination Control Center (MC Control) on board Zakum Field SRVs.
Manage marine traffic in Zakum field and monitor the movement and routing of vessels, barges and rigs to ensure compliance with OPCO SIMOs and International Regulations. Utilize ARPA radar and Vessel Tracking System (VTS) on board MC Control to the best efficiency and capability.
Keep vessels informed of any hazards to navigation and distribute marine publications, instructions and Company charts. Utilize communication systems and radio operators on board MC Control to the best efficiency and capability.
Inspect vessels offshore as and when required to ascertain their compliance with Company marine requirement and has the right to intercept vessels and withdraw permission from any vessel for safety reasons in Zakum Field.
Ensure periodic drills for the safety stand-by vessels are conducted.  Supervise emergency operations requiring safety vessels and deploy these according to the need of the situation.
Submit monthly report of SRVs utilization to LGM-AUH.
Maintain contact with masters of Stand-by Rescue Vessels of other fields as well as with Sites authorities and Company Representatives in charge of vessels with special operations.
Report all incidents and violation of marine vessels, damages to mooring facilities and navigation aids, and assist in offshore investigations, as and when required.
Safety patrol of assigned area of Zakum field during daylight. Monitor vessels night movements and report to Site Authority.
Submit daily report on field activities including vessels / barges position to LG Marine, Abu Dhabi.
Engage in Company barge moves and offshore project operations including risk assessment and offshore safety meetings.
Coordinate and plan required inspection of Navigation Aids and Mooring Buoys by SRVs in Zakum field and submit weekly report to UZ Authority and LGM-AUH.
Monitor offshore weather conditions and report observation to Company and Company operational teams, especially during marginal and abnormal weather condition. 
Conduct Quarterly HSE Meetings with offshore vessels and monitor the performance of vessels masters and senior staff and direct them to safety with best practices infield operations and maneuvering to WHPTs boat-landings.
Assist UZ Site in preparing marine manuals for ACPT lifeboats including training and drills to offshore personnel.
Warn marine traffic of diving operations, obstructions, constructions, surveys, sub-sea and other maintenance works in progress within the field area and assist vessels in distress or in danger.
Assist Site Authorities to enforce security measures in Zakum Field.
Follow-up validity of marine entry permits and security passes of all vessels and crew members onboard Company vessels at Zakum field as per Company’s & Oilfields Security Authorities instructions.
Supports UZ Field traffic and production operations teams, by coordinating vessels daily work programme of  intra-field transport of field personnel and utility equipment to improve utilization.
Train UAE National Developees and Company newly hire offshore marine personnel.
Participate in offshore safety drills and exercises of Rigs, Barges, ACPT, Company Western Super Complex, and lead marine response to offshore emergencies as per the instructions of Zakum Site Authorities.
Monitor foam and dispersant materials on board SRVs and other dedicated vessels and report ROBs, on monthly basis.
Incumbent should be available for cross posting to another marine position onshore or offshore if and when required.
Perform marine duties in other locations if and when required by the Team Leader.
Desired Candidate Profile
Minimum Requirements:
 
Master Mariner Certificate of Competency (foreign-going), or equivalent high degree in Marine Science.
5 years post-qualification experience onboard ships including 3 years in Oil Industry marine works.
Proficient in English and Arabic languages, with planning and organizing skills.
People management ability.
Valid safety training in accordance with IMO-STCW-95 and OPCO Marine Standards.
