KEY ACCOUNTABILITIES:
Job Specific Accountabilities but not limited to
Supervises the training programs for the assigned UAE national employees, imparting on the job training and identifying needs for off-job training assignments. Provides guidance and counselling to trainees, developers and other subordinates with a clear objective of career development. Ensures that all the Professional Development Plans, Competency Based Training Checklists and Implementation Tables are emphasized and completed for the UAE national trainees. Provides guidance and supports to the training facilitators.
Plans and supervises the activities of assigned personnel in the Mechanical Site Team. Performs supervisory functions and exercises financial authority at the level established by Management for the position
Coordinates cross discipline maintenance and repair activities through subordinate Senior Mechanical Engineers. This includes liaising with Planning Department and ensuring that incoming work orders are checked and allocated in a timely manner, to the respective sections and that work activities are coordinated between the various disciplines in the Mechanical Department. Reviews and deals with incoming requests requiring major work or possible partial Shutdown of equipment or process, discusses requirements with the Mechanical Department Manager and liaises with the Operations and Technical Departments to arrange work requirements.
Receives Adnoc work orders from Process Plants and / or Planning Section for repairs and problem solving in the Plant and discuss work requirements with the Operations Managers to determine the best course of action.
Participates in technical evaluations of equipment failures and endorses requisitions for non-stock material or special requirements or replenishment of consumable supplies. Ensures that effective procedures are available for the repair and testing of pressure vessels and valves.
Prepares or reviews the technical specifications for new projects and the scope of work in relation with the Planning Department, Technical Services, Operations and other concerned parties, before Project plans are finalized.
Endorses completed maintenance or repair work orders to enable payment to be made to the Maintenance Contractor. Reviews timesheets and overtime reports for Contractor and Company personnel, ensures that work related information including work orders, overtime and normal work hours, materials and spare parts used are passed to the Planning Department for insertion into the Computerized Maintenance Management System (CMMS) and the Procurement and Stock Management System (PSMS)
Coordinates major Plant Shutdowns in conjunction with the Planning Department. Includes discussing requirements, reviewing critical path networks, and preparing procurement plans for spare parts, materials and specialized test equipment. Follows up on requirements by supervising work, arranges necessary permits to work, electrical isolations and other services and ensuring that equipment is tested before re-commissioning.
Supervises and participates in troubleshooting / problem solving activities to diagnose major mechanical problems, providing technical advice and instructions as required. Reviews suggestions for modifications and engineering works. Participates in Contract discussions and the review of bids received. Follows up on the work of the successful Contractor, endorses related work certificates / reception vouchers for payment and ensures that necessary engineering inspections and system commissioning are carried out according to specifications, before endorsing final completion certificates.
Initiates and approves requisitions for the issue of materials and spare parts from the warehouse or the direct purchase of requirements not in stock. Carries out or supervises the technical receipt and inspection of materials ordered to ensure conformity to order and / or requirements. Signs for technical acceptance of materials as necessary. Recommends changes in stock levels or the use of alternate parts / materials as deemed necessary or cost effective.
Prepares the annual operating and capital budgets for the Mechanical Department. Reviews monthly budget reports and analyses / clarifies any variance against proposed budgets. Checks day to day charges for manpower and materials to ensure proper cost codes are used. Covers weekends, off-duty hours and holiday duties as per company emergency roster.
Ensures roles under WMS standards are met for all subordinates.
Minimum Qualification
B.Sc. in Mechanical Engineering or Equivalent.
Minimum Experience & Knowledge
8 Years’ Mechanical Engineering experience in the installation, testing and maintenance of large, high speed rotating equipment, heat exchangers, pressure vessels, towers, safety valves, etc., in the chemicals or Petro-chemical Plant, including at least Five (5) years in a supervisory position.
